Bathrooms, basements and kitchens are prime targets for mildew, as well as areas where leaks might be prevalent. Mildew should be removed before painting "ideally as soon as possible" and the source or contributing factors should be addressed. Removal requires aggressive cleaning with a bleach solution, and personal protective gear should be worn during the removal process.
